League Administration & Rule Enforcement

KFL (Kiskeya Football League) reserves the right to make changes, updates, corrections or delete rules at any time for the betterment and/or safety of the league or when a rule or policy in question becomes controversial for KFL (Kiskeya Football League) administration, it’s players, the officials and/or the sponsors.

In the event that a particular policy or rule is found to be incorrect or misinterpreted at the time of enforcement, KFL (Kiskeya Football League) staff should be consulted so that an immediate ruling or clarification can be made. If a member of the KFL (Kiskeya Football League) staff is not available, the decision defers to the officials on the field. If an official is unable to make a ruling based on information, the captains of both teams must agree on the outcome.

The intent and enforcement of all KFL (Kiskeya Football League) rules and policies should be for the 1. safety, fairness, enjoyment and convenience to the Registered Players 2. Ease of Administration for KFL (Kiskeya Football League) Staff, 3. To Establish Authority to the Officials 4. To Establish Responsibility to Captains and Players. 5. Enable Consistency.

KFL (Kiskeya Football League) enforces a no refund policy for any fees or registrations collected once the season/league/first game has been played. In some cases, we do offer to credit players for future registration for future Tournament if the player can produce documentation of extenuating circumstance that prevented the player from participating in the league due to injury or illness from first game. We will review each situation.

Per the policy of Georgia Recreation and Parks, all players are insured and a portion of registration fees are used toward compliance based on facility/management requirements. New players (free or open agents pay a higher fee to cover initial costs) All players, captains and spectators are responsible for their own safety and aware of the hazards of playing a contact sport. KFL (Kiskeya Football League) will continue to advocate for better field conditions but is not responsible for the care or the neglect of playing fields.

Play Format & Divisions

The regular season will be pool play format with 3 points awarded to a team for each win, 1 point for each tie, and 0 points for each loss.

For the 2025 calendar year, the league will nly register 12 teams in one division.

Teams found to not have fully paid registration dues will not be allowed to participate. See Eligibility Rules above.

Field, Equipment & Insurance

In the case of a tie for one of the top four spots, the following tie breakers will be used in order:

Head to head competition

Playing Rules
-
All rules will be governed by FIFA rules with the exception of those listed below.

Outdoor Teams must field 11 players with a minimum.
-
In order to avoid forfeits, a minimum of 7 players must be on the field to start a match. If the match can start with even amount of players, as long as there are 7 players, the referees will allow the game to play. Captains must concur. If both teams agree in the beginning, the game will count toward statistics regardless of who wins.

A team that cannot field at least 7 players at the start of game is subject to a forfeit and a forfeit fine of $100 within 10 minutes of start time. Game clock will start on time. The forfeit fee must be paid prior to the team’s next game.

Unlimited substitutions are allowed throughout the game. Substitutes may only enter the game when the referee gives permission during a dead ball (throw-in, free kick, etc.) of the team with the ball, however in case of extreme heat, both teams may piggy-back substitute in the second half of the game provided it has been discussed and agreed by the officials. It is suggested that at half time both captains approach the officials and not while the game is running.

All goals count as 1.

Ties
-
Any regular season game that ends in a tie will remain a tie. Each team will be rewarded 1 point in the standings.

In the event that a Playoff/Championship Bracket game ends in a tie, the teams will play an additional (2) 5 minute periods played to conclusion – with a golden goal to determine a winner. All players must remain on the field at the end of the game and will also participate in the golden goal round.

Slide Tackling –

ALLOWED but safely. Any deliberate attempts to hurt another player through illegal contact on the field or a dangerous tackle will be dealt with at the discretion of the referee.

Sliding is allowed if a player is attempting to get to a ball and no other player is within 5 ft. This will be a judgment call by the official.

Alcoholic Beverages & Unknown Substances
When we are using a city park property, no alcoholic beverages are allowed on the premises without proper permits and will be strictly enforced. Do not get caught with alcohol at league games played at city facilities. Officials will be on the lookout for inebriated players. Any player that appears to be incapacitated due to alcohol or other substance will be asked to leave the game and not allowed to play. However, games played at the Renaissance Stadium, we will allow alcohol consumption
